Hosting International Talent: A J-1 Visa Program Overview for U.S. Companies

Since September 1st, 2024, Luc Decker is Consul General and Executive Director of the Luxembourg Trade and Investment Office (LTIO) in New York.

Between 2013 and 2020, Luc Decker held the same role in Shanghai. From 2018 to 2020, he was the Dean of the Consular Corp in that city. From 2020 to 2024, Luc was a Senior Advisor at the Ministry of the Economy, where he was Deputy Chief of Staff of the Minister of the Economy, and later piloted the talent attraction program.

Luc Decker joined the Ministry of the Economy in 2005, after obtaining his master’s degree in political science in Paris, at the Sorbonne (Université Paris 1). He is also a passionate swimmer and represented Luxembourg at the 2000 Olympic Games in Sydney. Luc is married and has two children.

Rhianna Quiroga is the Senior Account & Development Manager at the French-American Chamber of Commerce-NY, where she leads program development, client relations, and strategic partnerships for the Chamber’s J-1 Visa Exchange Visitor Program. Rhianna is passionate about global workforce development and fostering cultural and professional exchanges for young professionals in the U.S.

Jessica joined the firm in 2013 as an Associate in our New York office, where she provides strategic counseling on employment-based temporary and permanent immigration matters to small, medium, and large companies. Jessica represents a broad array of companies in the financial services, information technology, education, scientific, and manufacturing industries.

While in law school, Jessica was a John Marshall Harlan Scholar affiliated with the New York Law School Center for International Law, and served as an editor for the New York Law School Law Review.

Nicolas Fermaud practices commercial and financial law and he specialises in investment vehicles.

Nicolas advises asset managers and their financiers throughout the investment cycle: fund raising, set-up of the investment platform, its operation (incl. investments and divestments) and its liquidation.

Bio

Clementine began her career as a legal assistant with Elvinger Hoss Prussen in Luxembourg and steadily advanced to her current role as a paralegal and Operations officer. She holds a Bachelor's degree in Foreign Languages and a Master's in Translation.
